Various PPP business models are used for federal highways. The first two projects were implemented in municipal responsibility in 2000 and 2001 as F models - the term is derived from the Fernstraßenbauprivatfinanzierungsgesetz (German Act on Private Financing for Transport Infrastructure). The first projects under Federal Government responsibility for road construction began in 2007. While the first four projects were realised as pilot projects according to the A model (expansion model), a further project followed as a standard toll model and others as availability models.
